Job Title: Manager, Planning Services
Department: Planning
Grade: 15
Supervisor: Executive Director
FLSA Status: Exempt

CLASSIFICATION FUNCTION: Ability to design, manage and perform highly technical planning programs and projects and other assignments, requiring consistent exercise of judgment and discretion, working independently under the general direction of the Executive Director. Plan, direct and manage the Planning Services Division.

Major Duties and Responsibilities

Technical

  • Manage multiple, high-priority detail-oriented activities of the Planning Services Division as required; including the development of the Division's work plan and budget.
  • Identify and propose new planning efforts and/or approaches
  • Direct the development and production of planning reports, including data collection and analysis, maps and other graphics for publication and public presentation and ensures high quality and completion in a timely manner.
  • Manage and administer, per Ohio Revised Code Section 711.10, the statutory programmatic requirements governing proposed divisions of land in the unincorporated areas of the county; reviews and makes recommendations on the disposition of proposed layouts of new subdivisions of land, reviews and updates the County Subdivision Regulations as needed; interacts with Township and other officials as necessary.

Management

  • Supervise Planning Services staff by coordinating assignments; determining allocation of personnel on assignments, provides instruction and training, reviews staff work products and maintains work standards.
  • Handle complex personnel matters: review and approve timesheets; evaluate employee performance, assure compliance with the policies and procedures of the CCPC; respond to employee issues.

General

  • Advise the Executive Director on all planning-related matters.
  • Represent the CCPC at meetings, civil and community groups and other organizations.
  • Design and maintain databases, the collection/analysis and input of data and maintenance. Prepare and review program goals and objectives.
  • Present project related information to the CCPC Board and outside organizations as required.
  • Handle complex personnel matters: review and approve timesheets; evaluate employee performance, assure compliance with the policies and procedures of the CCPC; respond to employee issues.
  • Perform other duties as required.
  • Ability to attend evening and weekend meetings.

Minimum Qualifications and Experience

  • Master's degree in urban planning or a relevant field preferred; or a Bachelor's degree and seven (7) years of relevant, progressively more responsible and diverse work experience.
  • Handle complex personnel matters: review and approve timesheets; evaluate employee performance, assure compliance with the policies and procedures of the CCPC; respond to employee issues.
  • Certification from the American Institute of Certified Planners preferred.
  • Thorough knowledge of urban planning and development and local government policies and procedures.
  • Knowledge of research methods and statistical principles related to urban land use.
  • Effective technical report preparation and presentation.

Minimum Knowledge, Skills, and Abilities

  • Demonstrable good oral and written communication skill.
  • Demonstrable ability to analyze complex problems and to develop logical solutions.
  • Strong interpersonal skills.
  • Prior supervisory experience.
  • Knowledge of computer hardware and software programs.
