CALL TO ORDER
Commissioner Hagan called the meeting to order.

MINUTES OF FEBRUARY 11, 2010 MEETING
On a motion by Mayor Kelley, and seconded by Mayor Welo, the minutes of the February 11, 2010 meeting were adopted.

COMMUNITY AND REGIONAL ISSUES
Ms. Diane Bickett, Director of the Cuyahoga County Solid Waste District, reported that the District was working with the City of Cleveland in the development of a Waste-to-Energy Facility at the Cleveland Ridge Road Transfer Station. Mrs. Bickett explained that a Waste-to-Energy facility burns solid waste to produce electricity. Ms. Bickett stated that the energy created from these facilities is eligible for renewable energy credits in Ohio, these types of technologies will, within the next decade, be considered as an alternative to landfills. Ms. Bickett stated that if Cleveland is successful in building this facility it would be the first one in North America.

Ms. Bickett introduced Mr. Ivan Henderson, Director of Cleveland Public Power, who presented the City of Cleveland's plan to build a Waste-to-Energy Facility. Mr. Henderson indicated that the City doesn't generate enough waste to operate the facility so it is interested in collecting the waste from suburban communities.

However, current Ohio law does not permit Cleveland to take in waste from other municipalities. Ms. Aveni stated that these facilities are used in European countries but are highly subsidized by the governments. She stated that waste reduction and flow control are the priorities.

Mr. Henderson stated that Cleveland is prepared to offer competitive tipping fees.

Commissioner Hagan expressed his concern that consumers will think it is cheaper to haul their waste to a landfill; rather than go through the waste-to-energy process. He stated that could be a major problem unless someone takes the initiative to face constituents and say that waste-to- energy is more beneficial in the long-term. Commissioner Hagan suggested that Cleveland officials should meet with the Cuyahoga County Mayors and City Managers Association.

RESOLUTIONS

General
On a motion by Mayor Kelley, seconded by Mayor Eileen Patton, Resolution No. 100408-A, approving the Administrative Services Agreement with the District One Public Works Integrating Committee for State Fiscal Year 2011, was unanimously approved.

Ms. Kris Hopkins explained why the developer of the Gates Village, Woodgate Farms Subdivision requested a fourth one-year extension to the preliminary layout. After a brief discussion, Mayor Kelley suggested a variance to the Subdivision Regulations to grant developer a two-year extension.

On a motion by Mayor Welo, and seconded by Mayor Procuk, Resolution 100408-B, a two-year extension of the preliminary layout for the Gates Mills Village of Woodmere Farms Subdivision located in Olmsted Township was unanimously approved.

SOLID WASTE REPORT
Ms. Bickett reported that the District had issued a $250,000 Request for Proposal (RFP) for consulting services in the preparation of the Solid Waste Management Plan.

Ms. Bickett reported that the District is assisting eleven (11) east side communities in forming a consortium for recycling services. The theory is that by joining together and aggregating recyclables, communities will get a better price than they would if they were on their own.

Ms. Bickett reported that the 2009 Ohio Solid Waste Management Plan was adopted by the State in March. Of consequence to Cuyahoga County, the overall state recycling goal was increased from 40% to 50% of all wastes generated. Currently, the county rate is 47%.

Lastly, Ms. Bickett indicated that the search for a waste convenience center has been narrowed down to three buildings and a selection should be made in the near future.

Mr. Alsenas referred the Committee members to the Project Highlight section of the agenda for information on other work in which CPC is engaged.
