Minutes of the Cuyahoga County Planning Commission/Solid Waste Policy Committee

CALL TO ORDER
Commissioner Hagan called the meeting to order.

MINUTES OF APRIL 8, 2010 MEETING
The minutes of the April 8, 2010 meeting were unanimously approved.

COMMUNITY AND REGIONAL ISSUES
The Cuyahoga County Place Matters Team reported on its Health Equity initiative. Place Matters is a nationwide initiative of the Joint Center for Political and Economic Studies and its Health Policy Institute. Ms. Najeebah Shine and Ms. Martha Halko, Director of Community Health and Program Manager, respectively, from the Cuyahoga County Board of Health, Ms. Sabrina Roberts, Administrator of Health Policy for Cuyahoga County and Ms. Sandra Chappelle, Program Manager at the St. Luke's Foundation co-presented.

Cuyahoga County is one of sixteen (16) teams in the U.S. selected to participate in this initiative to implement community-based strategies that address the social factors that determine health. The presentation explained that where people live, work and play has great impact on their overall health; that the increase in chronic disease and low infant mortality seen in inner-city residents is a result of where they live.

Ms. Shine explained that social inequities have a large role in determining a person's health. The constant stress of living with inadequate transportation, housing, lack of social capital and access to stores with fresh fruits and vegetables can result in chronic disease such as heart disease and diabetes. Ms. Shine stated that research has shown that decades of disjointed state, local and federal policies have caused social and structural problems that impact many urban communities around the country. How to address this issue is the main goal of the Place Matters Initiative.

Commissioner Hagan stated that he was in full support of this initiative and that the CPC Board should reach out to policy makers and community leaders to move the initiative forward.

RESOLUTIONS

General
On a motion by Mayor Mulcahy, seconded by Mayor Blomquist, Resolution No. 100610-A, approving personnel actions, was unanimously approved.

On a motion by Mayor Blomquist, seconded by Mayor Mulcahy, Resolution No. 100610-B, adopting a revised Records Retention Schedule, was unanimously approved.

On a motion by Mayor Blomquist, seconded by Mayor Mulcahy, Resolution No. 100610-C, adopting an Email Usage and Internet Access Policy, was unanimously approved.

On a motion by Mayor Mulcahy, seconded by Mayor Blomquist, Resolution No. 100610-D, authorizing the Director to negotiate and enter into a Memorandum of Understanding with the Sisters of Charity Foundation of Cleveland, OH for the Promise Neighborhood Funders Leadership Collaborative, was unanimously approved.

On a motion by Mayor Mulcahy, seconded by Mayor Blomquist, Resolution No. 100610-E, authorizing the Director to negotiate and enter into a subgrant and use agreement with the Northeast Ohio Regional Sewer District (NEORSD) for a boat and associated equipment to assist in the implementation of the High Performance Shoreline Project (Green Bulkheads), was unanimously approved.

SOLID WASTE REPORT
Ms. Bickett, Director of the Solid Waste District, reported that in response to her request the District had received an opinion from the Ohio Environmental Protection Agency (EPA) regarding the makeup of the District's Policy Committee and the Board of Directors for when the new county government structure is implemented in January 2011. The EPA suggested that the District reorganize as a solid waste authority. Ms. Bickett has asked the County Prosecutor's Office for additional guidance.

Ms. Bickett announced that after several months of negotiations, the District has selected a building in the City of Garfield Heights to house the District's new offices and Special Waste Convenience Center.

Ms. Jessica Ciaccia, District Planner, made a presented the findings of the District's Annual Report.

CPC PROJECT HIGHLIGHTS
Mr. Alsenas referred the Committee members to the Project Highlight section of the agenda for information on other work in which CPC is engaged.
